Why are secretaries and state ministers exempted from bio-metric punching in the Kerala Secretariate?

From the news regarding Biometric Punching of Attendance in the Government Secretariate Trivandrum, it is to be assumed that Government Secretaries, Ministers and the Chief Minister do not need Punching Attendance. Why is it they can come and go at will? Are they not receiving salaries from government? Excluding themselves from Bio-metric Punching and imposing the same on lower category employees alone is bureaucratic fascism. This privileged class may say they need to attend discussions at distant destinations and inaugurate state functions. Why should it be? What is e-governance there for? After spending hundreds of crores of rupees from central government and state government funds for e-governance, why do they still travel? Why do they not do tele-conferences and virtual inaugurations?

Government employees are human beings and they may have to attend to quite a number of their household duties, including taking their wife and children to see doctors. They may be a little late or want to leave a bit early. That was why it was set that if they are one hour late in coming they shall be one hour late in leaving. The government took away this convenience. Why? Just to tame a few staff union leaders who oppose undemocratic and inhuman acts of government against staff! To name the Chief Minister, Mr. Pinarayi Vijayan while assuming office, said he would be attending office at flexible times. Readers of Madhyamam, Kerala Kaumudi, Mathrubhumi and Malayala Manorama can search news archives to see how media reported the first day of the Chief Minister at his office- at what times he came and went, came and went and came and went.
