There is a vacuum in the electronic governance in India, there is no one there, no one to listen to you: your email IDs just go into their databases, and they just sell it! Since all these data comes from India where the most people in the world use the internet, there is a good demand for it in the business world everywhere in the world. It is only that instead of going through the roundabout route, the state and central governments and the private and governmental agencies whom the governments entrust this task with in India are taking the straight route! This is exactly how it is in states like Kerala, which are rife with corruption. They have given several email IDs and set up several websites to listen to people's complaints. An experiment showed that the most crooked among these in Kerala are the Human Rights Commission, the Child Rights Commission, the Women's Rights Commission, and the Minority Rights Commission, which are shields set up only to protect the government. Whatever information you provide, they will immediately hand it over to the perpetrators to take precaution. After extracting all the information you provide, they will just sit and spin there in front of you like a thief, without loading in full, without giving any response.
They are running these only to find out about the general shortcomings in their administration and to know the opinions of the people about them- not to solve them. After extracting the information and personal details that you compulsorily have to provide, they will expire on your mobile phones and devices. The most that can happen after that is that after learning about the subject of the complaint and the person who filed it a ruling party member may personally approach you to offer to resolve them through a commission system. It seems that these systems are being run only to expand the commission network.
As an experiment, as evidence, for the time being, delivery notes provided by Google Mail of emails sent to everyone from the President and Prime Minister of the country to the Governor, Chief Secretary, Government Secretary and Department Director of the State of Kerala on a particular subject of importance in the Human Rights and Senior Citizens’ Rights including the subject of the complaint are given hereunder. Not a single reply was received. The most they do is functioning like a post office- one person will send it to another, and that one to the person next! Then they will sit back and smile as if the task entrusted to them by the country has been completed. Even the President's office works like this. It seems that the Prime Minister's office does not work at all.
It has only now been realized what danger there is in sending a letter to the Prime Minister online on his website. Not only will your letter not be registered, but your mobile phone number will be seized and handed over to others interested and you will be called a hundred times from a specific number for other campaigns totally unrelated to the subject of your complaint. Even if you block that number, the call will come- isn't it a matter of state! It is not asked whether there is such a cheap Prime Minister, but whether there is such a cheap administration. The only one who responds promptly is the President's office, but that too is like the post office mentioned.
Each of these letters was also printed and sent by post. Otherwise, the arrogant would not be contented! They introduced electronic governance to save the government's postal expenses- the Indian government did not intend to save the people's postal expenses. The loot continues. You will not even get a single reply to any of these. It cost nearly a thousand rupees to send all these letters. It was money that was not there- money hardly earned, and hardly saved! It came to no use. It was wasted in the hands of the self-loving arrogant puny little egoists from the top to the bottom. Most of fell into the hands of the postal department of India, which is already wrecked and now being abandoned by the people due to the love of the central government for corporate courier companies. How many hundred thousands of people are being robbed every day this way in India! It is their country, their rule, their system of governance- what can people do?

Sub: Denial of Senior Citizen’s Right to Live by Denying Due State Pensionary and Service Benefits- Kerala.
I may please be permitted to humbly submit as follows:
I may not have many more years to live, perhaps none. The only home I have to live in is in disrepair for long. I do not have money to repair it, and none to treat my present ailments. I am past 67 years of age.
I now receive a meager monthly reduced Pension Amount of Rs. 5508 after Commutation, plus DA. I ought to receive a monthly pension amount of at least Rs. 11000 in my estimate. I served for 33 years in government service in the Kerala State Health Services Department as a Lower Division Clerk from 30-07-1981 to 30-11-2013. One year of leave was set aside and was not counted for pension, which was since then regularized. When my pension was sanctioned, directions were standing from several higher authorities directing the department to sanction my four due Time-Bound Higher Grades, arrive at my due Last Pay, pay arrears, and send proposals to the AG Kerala for Revision of Pension and Gratuity from 01-12-2013. The former were in Service Benefits and the latter were in Pension Benefits. There were the Accountant General’s several other Audit Objections too which were neglected. Since then I have been sending applications, representations and complaints to whoever are authorized in the state to look into such grievances. The only result after these 12 years is that the mentioned leave and only two Higher Grades were sanctioned. Besides those, for a very long time- in fact years- no actions were taken to arrive at my Normal and Due Last Pay, pay arrears including those of the Terminal Surrender of Earned Leave, and send proposals for Revision of my Pension and Gratuity to the Accountant General. Even now, besides Service Benefits for 22 years, my Pension Benefits are also due and pending for 12 years.
The delay caused in the three offices of the Director of Health Services Kerala, The District Medical Officer of Health Trivandrum and the Superintendent of the Mental Health Centre Trivandrum from where I retired was not accidental but intentional. Besides, there was no supervision. Otherwise this delay would not have happened. I even prepared and submitted all the necessary draft bills, proceedings, letters and forms for them and they only needed verifying and preparing the fair, but still they did nothing for reasons unknown. The authorities I sent complaints to requesting to treat this as a Human Rights Violation and abuse of the Rights of Senior Citizens and to intervene include the offices of the Secretary to Government of the Health and Family Welfare Department and the Chief Secretary to the Government of Kerala besides the three mentioned offices with no intervention and results till date.

Following this, a communication in the Gmail inbox, claiming to be from the Prime Minister's Office and had nothing to do with the complaint, was found placed in the Spam Box by Gmail. Google, which handles billions of such emails every day, judging from the content, should know exactly where they should end up!
What written here is completely honest and based on personal experience. There are millions of people in India who have had the same experience.
